New York City hospital and nursing home patients and their loved ones might reasonably have believed they were safe as Hurricane Sandy approached. Mayor Bloomberg had exempted hospitals and nursing homes in low-lying "Zone A" areas of the city from his pre-storm evacuation order.
The constitutional question is over. Now, hospitals and medical leaders must continue to resolve the issues of access, affordability and quality. A lot has been done but we have more to accomplish and the problems transcend politics.
