BEIJING -- Leadership is not a negative word. China does not aim at challenging the leadership of the United States. However, the problem is that the new Obama strategy is based on zero-sum mentality. America is building its security at the cost of others' security.
U.S. national security requires a nimble, adaptable approach. To use a word that is rarely uttered in national defense circles: the military establishment should incorporate an entrepreneurial culture and approaches into its existing toolkit.
The only way President Obama is going to be able to get in front of events abroad is to develop some coherent policies based on clear principles and priorities and then apply them consistently throughout the region -- not ad hoc.
