American Caesars

The much-vaunted "Pledge to America" is long on platitudes and faux-patriotism -- the notion that your political opponents are not patriots. It sickens me.

Worst of all, in my view as an historian who has studied the last seventy years of American empire, is the utter indifference the "Pledge" shows to America's place in the wider world. What I hear are not so much the frightening racist drumbeats of 1930s fascists who produced 'leaders' like Hitler, Mussolini and their ilk, but echoes of my own growing-up in Britain, after World War II.

You see, the Second World War not only bankrupted Britain economically, as the centerpiece of the British Empire, but it exhausted the island nation. The centuries of military campaigns, of civil administrations in occupied or colonized countries, and then the six years of "total war," including the Blitz, the food shortages, and the mounting casualties, left Britain prostrate even in eventual victory -- retreating as fast as possible from imperial obligations (India, Palestine, Africa) that it could neither afford to fulfill, nor felt morally confident enough to undertake once again.

The United States, as I narrate in my new book American Caesars: Lives of the Presidents, from Franklin D. Roosevelt to George W. Bush, stepped into the vacuum. The United States, not Britain, became, for better of for worse, the guardian of peace and capitalist prosperity in the post-war world. Instead of retreating into isolationism, as the U.S. had done after World War I, America's presidents led the nation through the many global crises and challenges that ensued, with some disasters but on the whole, many successes -- from the Berlin Airlift to peace in Bosnia. Even when America's presidents sent, as Commanders-in-Chief, American soldiers into the wrong wars -- in Vietnam, Afghanistan and Iraq -- American sons never failed to do their duty, far from home: confident in their belief that, in the larger perspective, America was doing its best to "do the right thing", as the world's most powerful and productive democratic nation.

Those young soldiers are still doing their best. But are we? Where are the politicians -- either in the Republican or the Democratic party -- willing to show courage in combating the inanities of Tea Party extremists, or to remind fellow-Americans of America's noble leadership in a challenging world?

I'd like to quote, if I may, from my chapter on President Eisenhower in my new book. Now, I have to confess I am a centrist and a Democrat -- but I honor President Eisenhower's performance as the third of America's great Caesars, once FDR established the American empire in World War II. Not only did President Eisenhower bring the war in Korea to an end, but he invented the means to destroy the egregious antics and excesses of Senator Joe McCarthy at home -- the apotheosis of 1950s Tea Party-style extremism. Using "executive privilege" for the first time, the Republican president turned the tables on Senator McCarthy in his hearings on the U.S. Army -- and after watching the televised hearing in which Joseph Welch, the Army's chief counsel, finally felled McCarthy, the President invited Welch to the White House to congratulate him in person. "You handled a tough job like a champion," Eisenhower beamed.

Eisenhower's close encounter with McCarthy's evil altered the President's whole view of his own role as Caesar. Senator McCarthy was declared persona non grata at the White House, indeed all government receptions, on the express orders of the President. In retaliation McCarthy announced he was "breaking" with the Republican leader and accused the President publicly of "weakness and supineness" in ferreting out Communists, indeed claimed he himself had made a terrible mistake -- namely to have voted for Eisenhower in 1952! As I write on page 103:

The President was undaunted. He seemed, in fact, energized by the fight with McCarthy, telling his press secretary, Jim Hagerty, he was "glad the break has come." "I have just one purpose, outside of keeping this world at peace," Eisenhower explained, "and that is to build up a strong progressive Republican Party in this country. If the right wing wants a fight, they're going to get it. If they want to leave the Republican Party and form a third party, that's their business, but before I end up, either this Republican Party will reflect progressivism or I won't be with them anymore." And if the fanatics thought they could nominate a right-wing ideologue like McCarthy for the Presidency, he declared, "they've got another thought coming. I'll go up and down this country, campaigning against them. I'll fight them right down the line." (American Caesars, Yale, 2010)

Where are our Eisenhowers today? Where are our Kennedys? Our Trumans? Where is American courage?

The coming midterm election will decide the composition of our next legislative session in Congress. It may already be too late to halt the same right-wing poison from spreading in our body politic that overwhelmed us in 1994, under that crazed political messiah, Newt Gingrich, who shut down the U.S. Government, and made the U.S. a laughing stock among civilized -- even uncivilized -- nations. But in the next two years we will have to choose who we wish as President to lead -- or continue to lead -- our great nation in its noble endeavor, on behalf of the free world. And the lessons embedded in my account of our last twelve Caesars will become more and more important... If you can't afford American Caesars, borrow it from a friend, or your local library -- and let me know what you think!

I think most Americans underestimate their opinion in the world. America is mainly denigrated only in Europe. But then why wouldn't she. Europe has not yet adjusted to the absolute shattering of the imperialist system and the decolonization that followed.
The UK, for better or worse has been the European country that made the most graceful exit. Even though she lost the most.

But, leaving aside Europe. The US is liked in India. One of the great things that Bush did was revive the US Indian relationship after Clinton imposed sanctions on India. The US is also liked in Eastern Europe, in Poland and in Africa where Pres Bush expanded the PEPFAR program.

The world gravitated to the US because no one wanted Soviet Tanks running down the streets of their cities. As China rises, the world will gravitate to America again because no one wants to be ground under the jackboot of the PLA. Who trusts an army that runs its own citizens over with tanks.

So where are the moderate voters hiding? The press can't find us, the polls are not reflecting our choices and no one will unless we stand up to all the BS being handed out. TV stations, newspapers, pundits and politicians do NOT respond to silent voters and never will. Unless we want the country run by the far right you better stand up now. Sarah Palin, Christine O'Donnell, and the rest of the far right doesn't give a rat's a** for the average American they only want to over turn the government, social security, safety regulations that keep us safe, rules that prevent banks from destroying the economy, opportunity for those who want a better life. Sound out, get some gumption and let your views known to TV, Radio, Newspapers and call out politicians who cave in to the shrill screams of hatred.

We're not hiding, we're not being sought out (43 and I've never been polled once)--especially by the media, who most want to show berzerker images and guests who would feel perfectly at home as a guest on Jerry Springer! No use calling the radio shows either, unless you wish to be cut off in mid-sentence or screened out entirely by the fanged gatekeepers who work the phones at Beck, Limbaugh, Hannity or Levin.

Taking queue from Eisenhower then, and in the spirit of the fairness doctrine, Obama should suspend the radio broadcasting licenses from companies that wish to spew their anti-American rhetoric, and paranoid vision, but not balance it out with an equal amount saner, progressive truth.

In other words, become an angry black man, please, and do something to stamp out today's McCarthyites.

This was an interesting article and even had the appearance of being scholarly. But I cannot understand why the author felt so compelled to interject his subjective and inflammatory remarks. Irritating jabs like "crazed political messiah, Newt Gingrich" substantially reduce credibility of the article and cause one to question other things which were presented as "facts".

Agreed! Everyone has to vote and bring 10 friends with them. We have an opportunity to demoralize the extreme wing nuts. Or, by our indifference, raise them to new heights of glory.

Its not what the majority want. Its what the majority of voters want that sets the course of the nation (and the world).

Everyone in Washington should read this post and hang their heads in shame. At first reading I thought you were going to write about American exceptionalism but you actually touched upon a deeper problem, that of our lost moral leadership in this country and in the world. I thought Obama was going to be a return to that, he still may be just not right now.

It is American exceptionalism. The underlying (unexamined, terrifying) argument is that the United States should continue to pursue empire under enlightened Caesars. There is no question that Obama is cut from that cloth.

Thank you - your article and the history it is based on, brings additional perspective to our current situation. I think Ike should be remembered as one of our greatest Presidents. And I think, given the opportunity to progress, President Obama can also do great things for the nation if we can only get beyond our childish need for sound bite based, short term, simple fixes for the complex issues we face.

President Eisenhower was an incredibly good president. I quote his military-industrial complex and his those who would get rid of social security speeches often. The only thing that keeps him from being in that rarified atmosphere of great presidents was his deaf ear to civil rights. He had the opportunity and the timing was good. Particularly after Truman's desegregation of the military prepared the way, but he just didn't have the interest. In no way was he racist or insensitive to it, from everything I've read, he just didn't want to fight that battle. But that aside, he was the president we needed at the time we needed him. Sadly, as Turkano noted, he wouldn't be allowed in the republican party of today. Why do conservatives hate Americans?

I would love to hear more about the comparison with Britain, especially the violence with which they hung on to their empire (Suez crisis, Kenya, etc.) and the disasters that came out of hasty retreat (India-Pakistan division).

An empire in decline is a recipe for disaster. America's time for a graceful exit was passed in 2003.

I really don't think there's much of a mystery about the patriotic tone. Just a glance through any thread on this progressive blog will confirm to anyone that the favorite scapegoat internationally is nearly always....the USA.

This is a party with a far-left group as a base that is rarely pro-American. Even today's story of hope and strength from the survivor of Iranian imprisonment is littered with derisive comments towards the survivor, not Iran.

The return of Dems to full power simply unleashed the attitudes of the base, and frankly, most people were sickened by it.

I've not heard any neutral statements about teapartiers from anyone in leadership within the Dem party. They are either painted as racists or extremists, and those are labels from the president himself.

The GOP pledge does not label back negatively. It affirms patriotic values.

There is a difference.
