I confess that as a young adult I slept with a few 17-year-old women. Technically, I could have been charged with statutory rape. Nevertheless, I'm curious as to why Washington D.C., of all places, would have the age of consent lowered to 16. Now I have three questions:
1. Who sponsored that bill?
2. What was the stated rationale?
3. Who voted for it?
