After 40 years of affirmative actions blatent sexist and racist policies, we just can't seem to get rid of it. Started as a tempory head-start for selective groups, it has dragged into somekind of permanent program which is crippling the US ability to compete globally as no other country is saddled with such an absurd program and is free to select individuals based on ability, experience and education. Not here though, white males need not apply.
