We had an incident in Minneapolis, too. The ONLY Popeye's in the state did NOT go with the promotion, and there was a near riot. Police were called to direct traffic. The bottom line, people still bought chicken, deal of no deal. I haven't seen a follow-up as to why they wouldn't participate. Too costly? But this video might be the answer. So they're damned if they do (run out) and damned if they don't (angry customers).
