The latest general to find himself excoriated in the pages of Rolling Stone, Lt. Gen. William Caldwell, should resign immediately for using psychological operations, commonly known as "psy-ops" against U.S. lawmakers visiting Afghanistan. If he will not resign immediately, President Obama should fire him.

Caldwell is one of the most pivotal military officers in President Obama's failing escalation strategy in Afghanistan and is charged with training the Afghan National Security Forces. According to Rolling Stone, he pressured reluctant psy-ops personnel into putting their talents to use to try to manipulate lawmakers into providing more funds and troops for a war that Americans don't support.

First of all, it doesn't matter whether anything Caldwell tried succeeded in changing legislators' minds. The use of funds and resources dedicated to psychological/information operations to influence any American citizens, much less those who control the purse strings for your pet project, is illegal on its face. It doesn't matter if they used the most advanced techniques available to influence behavior or simply working on beefing up PowerPoint slides and handouts. If Caldwell directed people paid and trained out of the propaganda purse to help influence U.S. citizens, he broke the law. And breaking that law intentionally, even defiantly (his spokespeople reportedly shouted "It's not illegal if I say it's not!" when challenged.), is alone worthy of his dismissal.

Beyond the simple matter of a pivotal ISAF official breaking a very clear law even when he and his staff were made aware of their behavior's illegality, Caldwell's actions convey a dangerous and disturbing attitude towards Members of Congress and Senators. The Rolling Stone article reports that Caldwell wanted "pressure points" on lawmakers that he could "leverage" to "get inside their heads." His staff wanted to know how they could "secretly manipulate" legislators "without their knowledge." This behavior and mentality goes way beyond advocating for one's preferred projects and policies. Caldwell in his staff seem to view the civilian branch of the government as a kind of target.

The alarming disrespect and aggression in Caldwell's and his staff's reported behavior may not have provided as many sensational quotes as those given by McChrystal and his staff prior to his canning, but their posture toward civilian control of the military is far, far worse. That posture comes with a serious amount of resources that could do real harm to our democracy. According to a 2009 report by the Associated Press,

This year [2009] the Pentagon will employ 27,000 people just for recruitment, advertising and public relations -- almost as many as the total 30,000-person work force in the State Department... [T]he Pentagon's rapidly expanding media empire... is now bigger in size, money and power than many media companies.

$547 million goes into public affairs, which reaches American audiences. And about $489 million more goes into what is known as psychological operations, which targets foreign audiences.

Just for comparison, petroleum giant BP spent "only" $7.3 million on lobbying Congress last year. If behavior like Caldwell's isn't forcefully curtailed, the Pentagon could potentially spend well over 135 times that amount with a State-Department-sized specialized workforce to promote this ugly war that Americans don't support, and our voices will be washed out of the democratic process.

Brave New Foundation's Rethink Afghanistan campaign is calling for Caldwell's immediate resignation (or firing, if he will not resign). If we can get 10,000 signatures, we'll deliver the petition to Congress and the White House next week. With Congress out of session this week, it's up to us to speak out on this before it gets swept off the front pages and under the rug. Please help us stand up to the misuse of our dollars on propaganda and sign our petition today.

Thanks for the link...Of course these two "Authors" won't have any reply because they are mearly cowards who have no real idea about the military. They read The Red Badge of Courage and then remembered we are currently at war and decided to write a puff piece...

While I disagree with all most everything that Derrick Crowes for the past two years, I have to say that he is a respectable person and a good friend.

I am happy to reply to that story, and will post an article on the hour-long interview I just finished tonight w/ Holmes/Lavine. But I gotta say (and Warren and I are debating this on Facebook right now :) ), the link from This Ain't Hell doesn't exactly start off well, seeing as how the photo at the top that's meant to shore up the image of an inappropriate relationship between Holmes and Lavine is actually Holmes and his wife. I spoke to Holmes and Lavine by Skype tonight for quite a while tonight, and that ain't Lavine.

So I assume an investigation into these matters isn't needed? I assume according to Rolling Stone magazine the trial has already been completed and these officers are guilty.

Take you 10,000 signatures and go color...I will wait for the investigation to wrap up before passing judgement on soldiers in a combat zone.

The nonscientist Lt General used people as guinea pigs, even drug studies have you sign papers of informed consent.
The military is an entity without a budget and an insatiable appetite for expensive, no bid contracts. Too bad the money used in his little excursion didn't go to supply real flak jackets and showers that didn't electrocute people.

The Pentagon operates in a realm where they are now almost beyond any accountability to the taxpayer. Operations and policies which benefit the Pentagon (via increased and continued funding), paid for by the public dollar are viewed by some in the public sphere as natural.

But often these policy pronouncements originate at the Pentagon itself, with little regard for the other branches of government, much less the citizens. This is all purposely engaged in by the military industrial complex, which is crowned by the Pentagon, as way to perpetuate the permanent state of war.

Continuity of policies which call for an ever more militarized response to "threats" to the power and interest of the clients this entity, represented by the Pentagon. The Pentagon represents such a large multi-tentacled professional machine which serves a general state of permanent war, as this justifies the engagement in multiple nations and the expanding "field" of operations and "targets" of engagement.

As such this general was pursuing a course of action quite natural considering the enclosed and exclusive world he and is cohorts inhabit.

They keep hiring General officers that cannot follow the laws and Constitution they all swore to uphold.

This just keeps happening. The ARMY fish has already rotted at the head.

exactly. start at the air force academy...........these people are truly dangerous - not only for policy but for the young impressionable just out of high school college freshman arriving at their institutions.
These kids arrive noble and patriotic and are soon brainwashed into thinking they have signed up
for some army of righteousness. some will quit or be washed out - others will go on to be the leaders continuing to spread this extemism.

If these reports are true then his days in the military are numbered. However I would want to be sure the information in verified (don't want another debacle like that with the lady who worked at the Dept. of Agriculture)

After 10 years of unsuccessful, Treasury draining WAR, the Defense Secretary andall current flag rank officers should be purged, and the senior officer corps rebuilt from scratch. The trouble with an all volunteer armed services is that protection of the service bureaucracy becomes more important than the protection of the public.

Unprotected from what? Your military doesn't exist to protect or defend, it exists to project power through your global military Imperium. You could eliminate all but 5% of it and be in no more danger of foreign military attack than you are today.

So we should probably validate some of the claims made before deeming him guilty by media coverage. If he did do this, he should be jailed. However if he didn't do it he should be left alone. People are too quick to make judgements on things they have no idea about.
