"SSC" Is the Last Hope to Bridge Somalia Back Together

Like many nations in Africa, Somalia has endured the legacy of the foreign expedition of greed throughout the continent. After the Berlin Conference 1884, Western European powers sought to divide Somaliland -- one of the most homogeneous regions of Africa -- into British Somaliland, French Somaliland, Italian Somaliland, Ethiopian Somaliland (the Ogaden), and the Northern Frontier District (NFD) of British Kenya. Thus, sowing the seed for the current ongoing inter and intra-regional unrest of Somalia.

Fast forward to 1991: a mix of northern and southern clan-based militias armed, financed, and supported by Ethiopia toppled Somalia's central government and, in due course, brought the strategic collaboration between these militia groups to an end as each went to secure its area of influence (read clan-based). This formula would work for some and not the others.

Stabilization has proven a difficult undertaking in a number of the southern regions while in the northwest and northeast regions (Somaliland and Puntland) clan militia groups and their clan elders were able to bring relative stability to those regions. This, some argue, was possible mainly because of the clear single clan dominance in both of those regions.

Though, both northwest and northeast regions of Somalia enjoyed relative peace that gained them much praise, they both fell short of playing a pivotal role in instilling hope in the hearts and minds of the majority of people in the rest of Somalia. Neither Somaliland nor Puntland has indicated any interest in mediating between their warring brethren in the South.

Many Somalis both in the homeland and in the Diaspora (including this writer) have envisioned that a modified version of the northern model of peace that is free of clan dominance could be duplicated in the rest of Somalia -- creating a foundation of a homegrown national reconciliation that could ultimately save Somalia. Lamentably, Somaliland and Puntland opted to keep their respective successes local and within the confines of their respective clans. The said approach has not only fueled the already underway clanization of the Somali political problem, but has lent both of these two political entities to forcefully subjugate dissenting voices of people from other clans with impunity. And as a result have deepened the distrust between local clans.

Squeezed between the powers of these two administrations are the people of Sool, Sanaag, and Cayn (SSC) -- their high rate of inter-marriage with people of Somaliland and Puntland, notwithstanding. Clans within the SSC are considered the bridge and the glue that kept the union of North and South or the Somali state together. Over the years, the people of SSC have taken the brunt of Somaliland and Puntland forces; each wanting to annex them.

In addition to the impact of the long drought, these people continue to suffer sporadic violent campaigns from both sides. And though it is hidden from the world's view, their condition is another humanitarian disaster in the making.

Meanwhile, there are the howling voices of the women and children of these regions as they are torn between the men they love, their husbands, sons, fathers, brothers and next of kin, who are dying as a result of a tug of lethal war fought in the name of secession versus union.

I recently received an email from a friend whose father is from Hargaisa (Somaliland) and his mother from Buhodle (SSC). In it he made this heart-wrenching comment that eloquently sheds light on the tragedy of fratricide or clan wars; especially as it divides families. He said "Territories that want to secede should not be allowed to force those who want to remain in the union. My father should just leave my mother in peace if she wants Sool to be part and parcel of Somalia. And he is free to pursue his political desires to run with Somaliland as he wishes."

Somalia is inundated with arms and ammunitions, and anyone with money can buy them to kill and maim the innocent such as women, children, elderly and minorities with impunity. Let there be no mistake, using force to annex these regions is a loose/loose proposition. It will only contribute to more deaths and destruction that could end the relative peace long enjoyed by the people of the north.

Against that backdrop, the Obama administration's Dual-Track (multi-track) policy toward Somalia has exacerbated the situation for these people. This policy gave boost to the institutionalization of clanism as it is set to further polarize the society by engaging non-state actors such as clan based administrations, militias, clan leaders and self-proclaimed ones as legitimate leaders so long as they are against Al-Shabaab; even if these actors are against the Transitional Federal Government (TFG) -- the same government that the U.S. claims to support. The continuation of the counter-terrorism containment policy only provides bandages to festering wounds that neither helps Somalia nor the U.S.

To remedy the long standing issue of SSC regions, both Somaliland and Puntland must end their respective campaigns of forcing the people of SSC into submission. Violence cannot solve this problem. On their part, the TFG must be mindful of people of SSC's struggle for self-preservation while genuinely addressing the grievances of their brethren from the north-western and pave the way and indeed spearheading a genuine national reconciliation initiative that holistically addresses the Somali political problem.

I do not think that the writer's intent is fully understood. Because as I read and analyzed all or most of the comments, including the none Somali, all were trying to figure out her clan. But I did my own research and even though one of the regions she is blaming is my own (Somaliland), I will accept the blame and her call for the protection of the civilians. She is human rights advocate and that is what she does and in that process, she will annoy some people. She chalenged many high profile people on BBC, Aljazeera and NPR and even testified before the congress. So, she is serious about her work.

In addition, she is not calling for regional administration but is simply asking my homeland (Somaliland) and Puntland to respect the right of the people of SSC. I would want her to defend my people if we were suffering too. So, lets be honest and accept her criticism and heed her call to safe guard the rights of every citizen.

The fact is that there was never a functioning Somaliland under British rule which is the basis of argument secessionists use. The British had separate agreements with the 5 clans that reside the area called Somaliland. Each group have their own territory and decided to join the South in 1960. In Fact it was the leaders from Somaliland who went to Mogadishu to request a Union because Somaliland doesn't have any resources at all. Between 1960-1991, it was the south that use to subsidize the north. But today, we have 1 clan in the North that are using a very hollow argument to create an entity that they will make them masters of others. Isn't the whole problem clans that are not willing to comprise and each get their own way. Somaliland is no different.

These people claiming "somali-land" are 100% from the isaaq aka “iidoor” clan, the iidoor clan for centuries have been under the Darood clan of the horn of Africa and were always treated as second class citizens, this is all just an act, today, these people are suffering inferiority complex disorder, they are simply afraid that they might once again by under Darood rule, what they seem not to realize is that Darood Clan will always rule Somalia and the Somali people as a whole, It is our Manifest Destiny to Rule from Dir Dhaba to Garrissa. These iidoors are out of touch with reality. God made Somalis simply to serve the Darood, sooner or later iidoor people will realize and except the fact that God created Darood to rule and lead you, because you are simply not designed to rule nor lead…

As we speak, Somaliland SNM militia is massacring innocent civilians in Buhodle Northern Somalia. They are using artillery and unguided missiles shelling the city and killing innocent civilians and destroying their property. That is the price Buhodle people are paying for their rejection to secede from Somalia.

SSC is complete garbage. A good percentage of their funds come from "single mothers" here in the U.S. who have 100+ kids from mysterious "boyfriends". All the faqash people do here in America is suck the system dry and live of welfare and food stamps. Somaliland Ha Nolato.

Yes, the problem is Somalilanders think they are not somali as Mmmoha said. If you are not Somali, what are you then? I find this "we are different language" to be some sort of a superiority complex. Actually embarrassingly enough, Edna Adan once said the same thing to Kojo Namndi when she was a minister. In nut shell she said we are more like the British than the Southern Somalis. It was such an embracing moment for Sland. I guess she wasn't educated about the dynamics of race relations in America when she said this a few years ago. So claim to be like the British all you want, Somali land is a Somali region with somali people, really. Come to terms with that!

Somalis are not the same people and they have never been homogeneous. Ofcourse, they speak the same language with different dialects but that doesn't make them homogeneous. British, Irish, Scotish, New Zealanders, Americans, Canadians etc and many other examples can be given speak the same language but they have their own identities. The so-called the same culture, language, religion is just nonesense. It's in the interest of the people to seceed if they wish to do so. Let PL seceed if they want, the same for other regions.

I think secession of Somaliland or even Puntland is a good thing. Let the South take care of itself. Why should anyone wait. As for the so called SSC, I don't believe there is such a thing. They are part of Somaliland with all their due respect. There are only some people who are misled by wrongdoers.

I have been very surprised to read this article , i could only think of being written by some one who has not been in a Somali region and who doesn't know geopolitical dimension and the fault lines of Somali society and politics, in , i wonder such an article appear in huffingtonpost, When the islamic courts ,puntland, somaliland could not bridge that alone a fringe organization that is myth in itself who doesn't control region or entity that is scrubbing among themselves let alone those who fish puntland and Somaliland can do wonders is utterly false statement. Somali Geo dimension has not changed for centuries how ever governments and militia try to change ultimately it will be for the Hawiye in south ,The Raxanwayn the Majerten in central and the Isaq in north to come to terms ,it has been in history and it shapes now too . i acknowledge though very person has right to self determination as Somaliland is trying .what I expect from the inhabitants of that region is to put their house in order first and stop the bleeding of puntland and Somaliland economy

Your problem is not the message it is the messenger. How could you say they are myth? Your angry and subjective tone tells me you are indeed worry about the eventual outcome of the fallacy you have been building last twenty years. What economy are you talking about in Somaliland? The whole economy is based on hand outs given by the world and NGO's. The people in SSC had none of that for the last 20+ years. They were on their own. You live in a welfare state and you are claiming people bleeding your economy? That is the fantasy land you created in your own empty space. There will never be SL free from Somalia where SSC land is part of it. If your hometowns are enough for you to claim your own county so be it.

While I agree with everyone having a right to self determination, you have failed to mention some of the more unpleasant activities of the SSC. They have assassinated a number of judge, police and army officers of the "their" clan who they view as traitors for being part of Sland institutions. You have also failed to mention the SSC links with the al shabaab related group Hizbut Islam and their bombing campaign linked to the assassinations I refer to.

When you are busy blowing up people of your clan who hold different views, this doesn't suggest you are likely to be open to political inclusiveness or can be the building block of rebuilding a country that has seen too much blood and pain.

What I think all people associated with the civil law need is to deal with the realities of what happened during the civil war, similar to the truth and reconcilation process of south africa. Without addressing the past we cannot all move forward. The reason Pland and Sland have played a limited role in peace building in the South is that both have been the results of a bottom up peace process. Without local agreement how can issues be dealt with across regions let alone rebuild a country?

Every clan has screwed up people and I'll happily go on the record to say what these folks are doing is wrong and unacceptable. Those folks involved in the shabab from the North are also not claiming to be doing it for "my clan" but their misguided views of the religion. Don't forget these screw ups also blew innocent people in Hargeisa not that long ago.

Can you admit the scc has done some wrong? For example calling for the support of shabaab when your trucks were seized by the ethiopians?

The peace and reconciliation that took place in Buroa and hargeysa in the early nineties consisted mainly of members of the Isaaq clan in the north. The Harti in the North mainly the Warsengeli and Dhulbahante were at the time not consulted. Why, because they are from the Darood clans and at the time part of the clans the isaaq were referring to as “Faqash”. Then the people were reeling from a devastating war were innocent victims lost lives

The people of SSC decided on their own fate of self-determination, they chose to call their area Khaatumo Sate Of Somalia. Like their Isaaq brothers, the SCC clan elder sat under the traditional tree of peace and decided 20 years is too long to be called "The Disputed Region" If the method of traditional peace tree worked for the Isaaq in 1991, why can’t it work for the Dhulbahante, and Warsengli. And not so long ago also the brothers from Awdal sat under a traditional peace tree and decided Awdal State is in their interest. I can see how all these clans can coexist peacefully. It’s when one group demands to dominate and dictate that peace will be replaced by war. Also remember even Somalilanders are Somalis; after you call yourselves "Somaliland" so hate narrative will only cause isolation for this vibrant young “Somali” land. Let peace flourish in the land of Salan Carabey, and Cali Dhuux, let poetry be the fighting tool.

Trhowing around "faqash" and other words is not the point today. And for better or for worse, SSC people are Darood family and they are proud of it. There is no such thing as "disputed" land. Get off from whatever you are on guys. Get the facts. It's Somalia or tribal fiefdom...there is nothing in between!
