Arthur will replace current ME <strong>Doug Frantz</strong> (right), whose departure was <a href="http://www.laobserved.com/archive/2007/06/frantz_out_as_times_manag.php">announced just yesterday</a> by <em>LAT</em> editor <strong>Jim O'Shea</strong>. Frantz, a veteran investigative reporter, <a href="http://www.laobserved.com/archive/2007/06/frantz_back_to_istanbul.php">will be joining</a> the <em>Wall Street Journal </em>as Middle East bureau chief. </p>
