PAUL, Minn. - The soon-retiring President Bush, who was supposed to address the start of the Republican National Convention this evening, instead flew to Texas for a review of staging areas for the recovery after Hurricane Gustav, now a Category Three storm starting to lash the Gulf Coast around New Orleans. Air Force One lifted off from Andrews Air Force Base at 8:30 am EDT.
