	<abstract><![CDATA[<p>The housing market is still struggling because appraisers are being too tough assessing the value of homes. </p>

<p>That's the self-serving argument being made by realtors who are complaining that lower appraisal values of homes are delaying deals, ruining sales and prolonging the housing crisis. </p>

<p>Their solution? Delay reforming the appraisal industry for another 18 months, then we can worry about the real value of a home. Until then, they argue, what's wrong with a few inflated prices?</p>
