	<abstract><![CDATA[<p>Today, Gov. Bill Richardson addressed reporters about *his* decision to back out the Commerce Secretaryship, amid an investigation into whether he was involved in illegal "pay to play" politics.</p>

<p>Like Illinois Gov. Rod Blagojevich, also under investigation for pay-to-play politics, Richardson wouldn't answer reporters' questions about the investigation. However, Richardson successfully resisted the temptation to quote Rudyard Kipling.</p>
