	<title><![CDATA[The Housing Crisis & The Plague of Potomac Fever]]></title>

	<abstract><![CDATA[<p>We have been trained to think of states as the supposed "laboratories of democracy," but what they really are these days are a check and balance against federal inaction and Potomac Fever.
