	<abstract><![CDATA[<p>Right after the climactic finish of World War Two, the International Military Tribunal at Nuremberg, while picking through the aftermath of the world's biggest bloodbath to date, famously called the waging of aggressive war "essentially an evil thing." "[T]o initiate war of aggression," the tribunal concluded, "is not only an international crime; it is the supreme international crime, differing only from other war crimes in that it contains within itself the accumulated evil of the whole."</p>
