Certainly, no one outside Kim Jong Il's dictatorship welcomes North Korea joining the nuclear club. But, to be honest, one must also ask how the US and China can demand that North Korea not conduct nuclear tests when they themselves won't ratify the Comprehensive Nuclear Test Ban Treaty?
