I was actually writing about a 2003 <a href="http://www.brookings.edu/es/urban/publications/pa.htm">report</a> by the <a href="http://www.brookings.edu/default.htm">Brookings Institution</a>, "Back to Prosperity: A Competitive Agenda for Renewing Pennsylvania," on coordinating existing policies to promote real economic development overall growth, rather than the piecemeal approach...</p>]]></abstract>
