They focus on the annual trend, which is still flat, rather than the third-quarter spike. The point is well taken, though -- the main accomplishment of the TANF program now seems to be keeping and kicking people off welfare, rather than serving their needs.
Who cares? I see no references in the major media to a striking reversal...
