	<abstract><![CDATA[<p>Last year the hot debate in telecom policy circles was over "net neutrality." This year it's over whether the United States is losing the broadband race. </p>

<p>At first glance, there shouldn't be much of a debate. According to the OECD, the U.S. <a href="http://www.itif.org/files/BroadbandRankings.pdf">ranks 15th</a> among 30 OECD nations in broadband subscribers per capita, down from 4th in 2000 and 14 places behind the broadband leader, Denmark. </p>
