“No they are not supposed to hang over a woman's shoes. If she had gotten a larger size in the shoes she is wearing they would have been to big. There are pads she could have put into the shoes to keep them from slipping when she walk. But her dress is to tight. You can see where the dress should fit smooth but it is gathering around the hip because the dress is a size to small. From the way it looks the dress is uncomfortable...”
