He has actively submarined the bill by, early on, making a sweetheart deal with pHarma such that the government cannot negotiate for lower drug prices (something he repeatedly criticized the Bush/Cheeneeey administration for).

This I think is very true but Obama's style should come as no surprise - he did exactly the same thing in the campaingn. He picked a team and then let them perform their roles with minimum involvment or interference from him. It is pretty frustrating on one hand, there are many who would like to see him to be seemingly more engaged and enraged but if he is willing to give credit to someone else (and take the political flak) just as long as the job gets done then that says a great deal about his view of the presidency not being about him. I would also offer that his rejection of the Afghanistan options offered to him is also consistent with what occurred in the campaign and his decision to discuss "race" - he took advice from his team but in the end rejected it all and did what he felt was needed. It is certainly a counter intuitive style if not laissez-faire and most definitely frustrating but if it succeeds ..........”
