When you make an ACTION like that intentionally and knowing that there is no such danger, it encourages an ACTION in the crowd that you would have probable reason to suspect panic. People get injured in panics. To put people in danger knowingly and without justification is illegal in all states.”

“Fantastic article but may I add a point that many may have overlooked. In reference to free of speech we do indeed have certain rights but you cannot scream "Fire" in a crowd. Hate crimes to my understanding covers more than the "thoughts" of people committing violence against another person. Hate crimes includes the people who scream and incite others to commit the violence.”
