The Navy train their ship's captains to follow a set of priorities when in a crisis:
1. To float; and then
2. To fight; and then
3. To make way.
So, if the ship is under attack and on fire, the captain instinctively knows, first, to allocate resources to keep the ship afloat and then to fight back and finally to move.
Right now, the President has mostly done No1 and is well under way with No 2 and even making progress on No 3.

For example, remember when McCain wanted to match up with Obama in a series of town hall meetings before the election and Obama said no way. The plan was for the republicans to have people yell and scream at the town hall meetings and then state that most Americans are against Obama. Notice how only the shout fest town hall meetings made the news. Obama might not even have been elected if their plan worked. Personally, I wondered why he didn't agree to the town hall meetings and now I know better.”

A woman needed a liver transplant in order to live otherwise she would die. The insurance co. said no way, no liver transplant. The family of the woman protested and the insurance co. finally decided this woman could live, however it was too late. She died waiting for the liver match for the transplant.
