In California, and am sure Florida, the courts have jurisdiction over child custody issues and they don't care about divorce paperwork. Mr. Woods might just be able to afford a lawyer that can go to court to get an order to keep the US citizen children in this country until custody issues are arranged. The grandmother of the kids is an official of the Swedish government, so it's unlikely that she would want to be involved in an international incident.”
