New Study: Sound Levees Pay for Themselves

“Let's make sure the history books record our catastrophy as man made and everyone knows who that man is and steps are taken to ensure the man doesn't do it to us again. So far, the man has not been held accountable for his negligence and has even been empowered to make more big mistakes with our levees - like forcing us to depend on the same outfall canal levees that breached during Katrina without even being overtopped. Keep up the efforts.”

“All New Orleanians, with half a brain, well understand that eventually a storm will deliver a storm surge that will overtop levees and flood the city to some extent. That fear is why 90% of us evacuated prior to the arrival of Katrina. However, seawolf, did you know that our outfall canal levee failures occurred while storm surge was still well below the tops of the floodwalls? Why? They failed because negligent engineers specified floodwall supporting steel sheetpiles be only about a third of the length that would have been required to prevent the breaches. That is not an excusable engineering mistake - not even close, as you imply. The US Army Corps of Engineers, as well as the entire Civil Engineering industry, which the USACE controls, needs to be investigated and reformed to ensure they don't make such elementary mistakes in the rebuilding of New Orleans' flood protection system. I fear they are still making similar mistakes at a cost of many billions of dollars - much of which is a local cost share - that is not fair to the public - we the people. Personally, I rebuilt my Corps flooded home way above the 2005 flood line.”

“If you are curious about the 10/15 Rally for Wetland & Coastal Restoration and a Reliable Storm Surge Protection System just before the president’s visit, it was a success. About 5 reporters, 4 of which were from national press, interviewed 75% of rally participants and no one got a parking ticket. Unfortunately, we attracted more reporters than rally participants. Ces't la vie.
Forgive me, but I need to dropout of our scene. Honestly, my health has suffered from the emotions I feel when even thinking of or hearing mention of our most pressing issues. My family's current financial problems are because of my overly obsessive behavior trying to right the wrongs for our city.
I've been obsessed with trying to help my city and people recover from the federal levee failures since September 12, 2005 after my second return home. I feel like I might have helped some people and neighborhoods in-re housing, in correcting myths, and a little bit at having our city treated fairly when it comes to wetland restoration and storm surge protection.
Many of you can juggle and multitask at the same time. I cannot even chew gum when riding a bike.
I'll never lose my passion for our city and its recovery. To those who continue working for the life and death important issues for New Orleanians, you have my very best regards and I wish you all the luck in the world. I have to try to stop, for now at least.

“mizerello,
First of all, it was not Katrina that swept in and destroyed the city in one day. It was the USArmyCorp sOfEnginee rs. that took our lives, property and prosperity.
Did you know it was the Corps that issued permits to the oil an gas companies and salt and sulfur mining companies to dredge 8,000 miles of canals throughout our So. LA wetlands? The USACE also built what we call the hurricane super highway to New Olreans AKA the Mississippi River Gulf Outlet and channeled wetland depriving river levees. As bad as that is, for many decades, the corps pays dredging contractors to work 24/7/365 maintaining the depth of the channel in the Mississippi river and they wastefull let the dredge material float out to the gulf rather than pumping it to the dry side of the levee where it would be helpful.
I don't think you understand much about New Orleans, Southern Louisiana and our differences with the rest of the south and probably don't really know the exact width of that bible belt you despise. You might be painting with slightly too wide of a brush. But, your contempt for us people down here is noted.”

“That post got you fanned by a direct descendant of dit Beausoleil.
We share a love for our world, buggy, muddy and stinky as it is.
Starting when most of the water had been pumped out of the city a couple of weeks post-k, the invasion forces of profiteers were all complaining about the nasty smelling toxic waste and death they smelt everywhere. I never said anything, but in my mind, I thought it smelled exactly like low tide in any So. Louisiana marsh and it was a smell I kind of liked and was very much use to. - there was about two inches of marsh mud caked on every horizontal surface everywhere.
But then again, maybe I am kind of odd because my favorite place in the quarter to hang out, except in the Summer, is on the sidewalk under nearly any restaurant's kitchen fan exhaust. Makes me feel like I died and went to heaven, have sometimes stood there until they closed the kitchen for the night or turn off the exhaust.”

“ThinkCreeps,
You are not an engineer, are you? You are way off base. Cat strength is irrelevant. Levees do not defend against wind or air pressure. It is all about the height of storm surge .vs. the height of flood control structures unless the structures are not designed to be strong enough to withstand water all the way to the top of the structure much less being overtopped. Did you know the corps considers overtopping an acceptable excuse for a levee to fail?
Do you understand New Orleans' outfall canal floodwalls fell down like cheap movie props when the storm surge flood waters hadn't even risen to within four feet of the top of the walls because the USACE specified the floodwall supporting steel sheet piles were to be driven to 17.5 feet below sea level rather than to about 60 feet below sea level as simple calculations indicated would be necessary to keep the walls from failing even if the water had risen all the way to the tops of the walls?
I assume you know Morgan City, the port city at the mouth of the Atchafalaya River is about 90 miles closer to the coast than New Orleans.”

There was absolutely nothing natural about what happened west of the Inner Harbor Navigational Canal. I really need to hear him admit that and admit that the right thing to do would be to do what they say they are going to do and even try to make up for how severely bad those deaths and losses were because of the government's role and how unjust the feds have been to us since and a firm straight talking real commitment to immediately take massive action to fix us up with great levees and replenish our wetlands as fast as possible. - none of this politician slang, talking around the issue B.S.

Go back and you can easily discover, we were just as critical about Bush ignoring desperate needs in New Orleans. We deserved help from the previous administration and we deserve help from the present administration. The previous guy made promisses that turned out to be B.S.. This administration used our deaths, losses and suffering to help get elected and made a lot of promisses in our regard during his campaign. We need someone, anyone to live up to their word and right at least some of the wrongs done to our people by our federal government.
Understand that our situation is truly desperate, a federal responsibility and we were in line to have needs met long before most of the other causes attempting to get attention from this President. The failed rescue of our family and neighbors, at this point is more or less water under the bridge as far as most of us are concerned.
We truly need and deserve reliable reconstruction of our hurricane storm surge protection system, now, not next year or just before reelection. We have turned in our local cost share to the feds and the feds, by law, are the only ones who can do the levee reconstruction work. The same goes for our wetland restoration we need and deserve to get real serious attention to that problem ASAP because that is really the most important part of the equation to keep our very man made disaster from happening again.”

BTW, to us people living behind the Corps' n.o. hurricane protection system, in name only, the particular individual or party affiliation sitting in those government chairs, city, state or federal, is irrelevant compared to our desperate need for reliable flood protection and wetland restoration. Understandably, some feel these various politicians need to be kicked in the shin just to get their attention regardless of their political affiliation, good intentions or successes elsewhere,”

I particularly liked this statement from Sutley, because it is a very clear statement of the ACOE's responsibility for rebuilding those flood protection systems and coastlands.
You know how the detractors on Harry's blogs, like to try to transfer the ACOE's responsibility over to Nagin and Jindal. Well, here is Obama's White House Council making a clear statement of the ACOE's culpability and responsibility for the flooding and the critically needed repairs. I'll keep this statement handy as a rebuttle to the "fix the levees yourselves" crowd.
I agree with your statement about the party affiliation being unimportant when it comes to action on this issue. I voted for Obama, and want him to be a successful president. So far he's been pretty disappointing on many issues, but I remain hopeful.
I just can't pretend I'm seeing progress, when all I get are pretty words and promises, but no commitments. I don't expect things to already be fixed, but I do expect to see concrete action taking place towards fixing them.
And I certainly believe Louisianna's pols have a responsibily to fight for NO. Unfortunately, it seems it all hinges on Obama and the ACOE. Let's hope action quickly follows Thursday's words.”

Furthermore, for all we know, his science and technology advisers might be getting the vast majority of their knowledge on our most important issues from the USACE. I want to know for sure someone like Garrett Graves from our state government is explaining things to him and his advisors or that they read fixthepump s.blogspo t.com and that they have at least read the OCS findings. I want to know why the Corps is being allowed to continue their bad behavior. This is a very frightening matter of life and death for my family, friends and neighbors.

“luziannagirl, I feel great shame admitting this, I cannot account for why this is true, but never, not even once in my over 50 yo life, have I had any kind of Gin Fiz or Sazerac and I'm even more ashamed I've never met Ramos. But, I did get kicked out of the Columns once. I kind of almost sort of grew up next door to the Fairmont and when I had work for a decade as an educated person and even during the fifteen years of pauper status since then and for a few family events, I'm certain I've passed through either their university or baronne doors at least or 2 or 3 thousand times, and even ate meals and enjoyed alcoholic beverages there a few times and even helped my exec chef now dead brother tend the herb garden on their roof, but I reckon I always ordered just scotch or beer. I hope I haven't disappointed you. You have tickled my curiosity. I promise I'll try to learn, develop and get a deep understanding and an appreciation of all the subtleties and differences and all there is to know on this topic and verify your knowledge based on your first hand experiences. After all, education is key. One of the great things about life on this earth and in New Orleans is the opportunity to always learn more about how much we don't already know. Thanks for the advice. Red beans and nice.”
