It actually lowered the real appraised value so it was considered fraud.. " Gift money " from family or friends was allowed.Later, Realtor s were allowed to offer TV's or other inducements to list with them. Nehemiah and Ameridream programs developed as a " non profit" program , devised as " not a party " to a transaction that would accept 4% given by a seller and give 3% back to a buyer for downpayment or closing casts as a " gift ". ( This was an allowable scam ). Soon afterwards, the law allowed sellers to contribute. Mortgage companies including the one I operated under continued to push the Ameridream & Nehemiah programs for profit. I refused. i just asked the sellers straight up for the % dollar for dollar.”
