Not so in Singapore. So to rank it #2 surprises me very much. The Singapore government imposes fines on littering and employs an army of laborers, mostly from India, Bangladesh and Pakistan, to clean up after the local people everyday. Just go to the residential areas and check out the plastic bottles, tissue papers and food wrappers lying around on the grass and in public areas.
