“So the Spanish prosecutor that went after Pinochet did so because a Spanish citizen was involved and that sure made traveling for him a royal headache. So what is stopping someone who has been tortured and let go from going about it in a similar fashion? It seems that a person who was mistakenly detained and tortured could probably make for a good case. Pinochet didn't have to go to Spain to get detained, so it could create some headaches for those who might want to travel.
