1. Nationalize the "too big to fail" banks
2. Fire the top 250 "managers" and all board members--no severance--investigate /fine / indict where appropriate
3. Break them up to some predetermined size
4. Reestablish governance and internal controls
5. Pass new tougher and effective regulations
6. Operate new smaller banks under government watch for 3 years
7. Banks found to be worthy may re-privatize after the 3 year probationary period; those not worthy must be liquidated via market forces”
