Yes, after the approval process, the Supreme Court did approve the constitutionality of the ACA when it was challenged in court. However, once again, the legislation process for approval of "legislation" which is law is as I posted. That was the main point of my post as well as how it works as negotiation so the approval happens.

Food Stamps for example are incredibly successful with a 1.7x turnover of money spent from government. Spend is almost immediate and brings "funds" into less rich and poorer communities. That money turns over so that one million spent is near 2 million dollars in a community, for example. Those areas of spend that sit as inventory for a long time (e.g., military high end equipment) have a very, very low turnover.”

The legislation requires people to get health insurance or pay a tax. The legislation provides legal structure for state health insurance exchanges so commercial private insurance companies can offer insurance products that meet minimum standards on an easily accessible exhange tool or direct to consumers. Subsidies from government sources for those that are poor or disabled are offered in a form of discount for the insurance. For those that are poor, subsidies can cut insurance rates by half or ten times.”
