Because protocol has it that with a catastrophe of that scale, no politicians (other than locals, like Guiliani) could go there to comfort and lend support (make political hay) until the president makes an appearance. New Yorkers were frantic, and had begun grumbling that Bill Clinton wouldn't have waited, and as a matter of fact, Bill Clinton was held back on the edges, physically restrained on the perimeter until Bush arrived on 9/14/01. Bill Bradley, too, took the long way, walked the Brooklyn Bridge.
I wonder how many know that while Cheney was operating the show on nine-eleven and all air-traffic over US skies was stopped, people like Colin Powell, Bill Clinton, Al Gore, all were out of the country and refused clearance to return to the US, even on military aircraft.

Obama reminds me actor-director Dick Benjamin's appearance on The Tonight Show or Letterman some years ago.
Johnny Carson (or Dave Leterman) asked Benjamin about his family, and if he was a strict parent. Benjamin described an encounter he'd had that morning with his 13-year-old son. The son had done something that he'd been told not to do, been warned not to do, but did it anyway. Dick Benjamin put on a serious, stone-face, and with his jaw set, said, "I am really @ngry with you."
His son then mim!cked his set jaw, the scowling face and gr0wled. "Grrrrrrrr". And then smiled.
Dick Benjamin, now defens!ve, repeated what he'd said, and added, "Really! I'm really really @ngry with you", with his voice now about two octaves higher.
