“Your comment, that President Obama cannot end the war because it would look as if he were listening to bin Laden, presupposes that it is indeed in his power to end the war. Couldn't it be, as was stated, that the decision to go to war is made at levels above Presidential? I think that what we've seen since Obama took office tends to confirm that hypothesis. It was not in Johnson's power to end the war in VietNam; some like to think that Kennedy would have ended the buildup had he lived, but again, there is an even more complex set of presuppositions built into that assumption. Nixon had to walk a line between two conflicting views of those with power above the Presidential: one wanted to continue to advance the war as a global war on communism, one feared for what it was doing and would continue to do to the economy, and so spoke for winding down the war. His secret plan to end the war during the campaign and his expansion of the conflict once in office would make sense seen in that light. The belief that any President, at least post JFK, launches or ceases foreign conflicts is akin to believing that markets are free and self-governing. There are several interesting theories about why we are in Afghanistan; none are coming from those in power, nor from office holders; truth seldom issues from either of those quarters.”
