“I agreed that you need about 67 votes to change the Senate rules including permanently removing the filibuster.

Even if one party have a majority of say 70-30; they will be unwilling to do it because they want to protect their powers within the Senator should they become the minority party during the next election cycle.

But you only need a simple majority vote to overcome a filibuster - Nuclear Option. All you really need is 50 Dem Senator+Biden; the only way to defeat the Nuclear option 11 Senators of the 60 cacusing with the Dem, bind with a similar number from the GOP side.

You can call this the "gang-of-22", they can effectively neutralize the threat of filibuster & the use of the Nuclear Option. And I do not think if you put the centralist Dems and Independents together, they are up to 11; so it will take a few other Dem. Senators who strongly support this bill to switch sides.

Either case, the Dem. can fully neutralize the GOPs if they start mentioning the Nuclear Option. Believe me, the GOP do not want to be put in a position to actually take a filibuster vote or will they want to see the Nuclear Option vote take place. This will clearly neutralize them, though they might not support the bill, but their reference to using filibuster will diminish to near zero.”

When you chose a location to commit a crime, you also chose the Jury that will try you in that same location, plain and simple. This is no difference than a black man choosing to steal in a heavily white neighborhood or vice versa and crying that the jury is heavily white or black.

As to the question if the Jury will be unbiased, well these people will have their day in court and let the Jury decide.
