Declining wages and MFGs moving out of the country has meant less customers for them.. You can only open so many taco stands And their worker pay has been droping as they are forced to compete with low cost imports in greater amounts. And by the way, even small businesses are now forced to outsource to stay open. I'm approached all the time about moving my admnstrative functions to India or the islands.

“This will have very little effect. The problem is that tax credits only matter when you are making money. When you are losing money they don't apply. The other problem that is not addresses is really critical - cheap debt from the Fed is pouring into the stock market and the commodity markets. Most investment is currently being shifted from small business to the Wall Street casino. The only way to change that dynamic is Short term Capital Gains taxes at 90% (the normal gambling tax rate). Without that, there is no reason to believe the banks will ever start loaning money to business, the risk is greater and the reward is minuscule to what can be made by manipulating the stock market.
While your suggestions are good in a normal economy, the economy has changed. We are now dealing with a corporate capiitalists economy that is hell bent on using debt to leverage gambling in the stock, bond, and commodity markets. This is ultimately an unsupportable pyramid scheme, but until it collapses under its own weight, or is brought down through tax policy, none of the normal policy actions will work.”

In 1975, in cooperation with the Economic Development Administration of the U. S. Department of Commerce, we wrote brief reports under the titles of "A Human Investment Tax Credit Program - A component of an Anti-Inflation and Full Employment Alternative Economic Program." The First Report was updated by a Second Report in 1977, as Congress considered and passed a landmark Employment Tax Credit Program as a stimulus to recover from the recession. Even though the Employment Tax Credit passed by Congress only reflected a few of the recommended incentives, it generated 900,000 private-sector jobs, fully 20 percent of all new jobs created that year. To that moment it resulted in more jobs in less time than any single piece of legislation in history.
A Census Bureau survey showed that only 34 percent of all businesses were aware of the little-publicized program. Only a third of the eligible businesses utilized the credits. Many elected officials opposed the Job Tax Credit, and it was little advertised. If promoted effectively, with all of the suggested incentives, it might have met the original goal of generating three million to six million new jobs and encouraging one million to four million people to become self-employed. The following year the program was gutted and became the Targeted Jobs Tax Credit, which was ineffectiv e..”

“Forget the tax credits... .dump the whole tax code (nobody understands it, anyway), kill the IRS (it's filled with expensive bureaucrats who don't know what they're doing anyway). Replace the tax system with an easy-to understand flat tax or fair tax. There are at least a dozen plans that would be suitable, but the government won't listen because they get so much money from lobbyists who pay them off to keep adding tax breaks into the code. Government won't listen as long as a tax cheat is the head of the IRS and a worse tax cheat is the head of the committee in congress who writes the tax code. What a mess!
It's time to overhaul that bloated an antiquated income tax system.
