This is a really stupid "Romneycare" system that is 100% American pro-private Insurance company plan, it was right wing Heritage Foundation proposed in 1990's to counter Clinton's Medicare for everyone plan that Gov. Romney even implemented (because it is 'free market' based.)
By the way, in early 1970's Australia copied the America's Medicare plan and implemented how was originally to be implemented: all citizens / permanent residents are covered and pay 1/2 of what Americans pay in taxes to support Medicare and doctor bills are 1/2 because they do not need the extra cash for overhead and staff for the insane private health claims systems (different forms for each company...) and chasing payments when same companies invent reasons not to pay ("acne was pre-existing condition... so not paying this critical treatment/consultation for something complete unrelated to acne").

“Actually, In Australia, when you get to the polling both your name is struck off and your given your ballot papers. You can then do pretty much what you like with your paper, you can cast your vote or just walk away. So it isn't really compulsory voting - its more like compulsory attendance at the pooling station.”

Tied to a national database, it would record the who has voted: Can not vote twice. If there is an issue, can make both provisional votes until determined who is the real voter. A massive black hole, that insurance thing: Unchecked, and without real competition.
And greed of the providers are also to blame: Hositpals and some doctor groups to game the system: Why is it that end of life care is $800,000 on average for Medicare: Because they games the system to strip as much wealth as possible for treatments not effective (and not often not asked for...)”
