The banks are able to not take any heat on this because the theft itself is considered to be made at the point of purchase, but it's really the banks who instigated the whole system. “I am really Really glad this happened. It was only a matter if time. This happened because of pure negligence on Targets part but other corporations are guilty of the same thing. American companies need to realize that if they don't want things like this to happen they need to hire good engineers and pay them what they are worth. A friend who use to work Ar target told me that the average salary for engineers was a party 75k. You can't even hire a Silicon Valley d-lister for that much let alone anyone with real talents in transactional systems.
