“Mainly because of Rethugs. Remember in the early days of the Obama administration when he went on a nomination frenzy? Then the media and Rethugs were finding any little thing to oppose his nominees (didn't pay taxes from a summer job, unknowingly had an illegal nanny 10 years ago, etc.). Therefore the admin. had to do super vetting which slowed the process down tremendously. Even Sec. Clinton complained about it (see link). So to answer your question..

As an educator who teaches kids around their age, many of them have difficulty sitting still for extended periods and being courteous to strangers. Only when they have good home training they are able to do it. Obviously they do. Many kids, white, black, Asian, hispanic, do not. Trust.”
