Rogue is not a noun it's an adjective -
1. Vicious and solitary. Used of an animal, especially an elephant.
2. Large, destructive, and anomalous or unpredictable: a rogue wave; a rogue tornado.
3. Operating outside normal or desirable controls: "How could a single rogue trader bring down an otherwise profitable and well-regarded institution?" (Saul Hansell).
So, certainly the last definition fits. She was definitely not fitting within the Republican 'controls'”

Notice the DATE and the STATE and the Chairman of the FCC who was in charge when this all went down. As soon as they Won this case which is CLEARLY a workaround of what people all THOUGHT the rules were for the Press (legitimate that is) in our country the fun began and has not stopped to this day.
