Last presidential election's campaign revolved in a substantial part around Obamacare. Mitt Rmoney promised, for example, that if he were elected POTUS, he would repeal that law, he would defund Planned Parenthood and he would make sure that the birth control pill is not covered under any health insurance. He resoundingly lost in an unbelievable landslide. Most of us rejected those regressive policies. The GOTP lost seats in the Senate and House of Representatives.
So, now the radical right-wingers are taking the country hostage, because they want to force those policies to us. THAT'S ABSOLUTELY UNACCEPTABLE! We will not let that happen.

Factor this into your thinking:
There are 20 House Republicans on the record stating they'd vote for the Senate's clean CR.
Virtually all Democrats in the House would vote for the Senate's clean CR.
If the House voted on the Senate's clean CR, the house WOULD PASS A CLEAN CR.
Discussion would be over.
Why has that vote not happened?
Because Boehner won't schedule that bill for a vote, because he knows full well that IT WOULD PASS THE HOUSE IF HE DID.
That ends the question as to who is making this happen.
The House would vote FOR the Senate's clean CR is they simply voted on it.
Who is in control of that vote?
Boehner, for as long as he appeases the loud voices in the Republican party, including Ted Cruz.”

The fight over the ACA was over - they had already lost before they decided to attach the issue to the government shutdown. Now, the REAL root cause here is partisan bickering which only exists because both parties choose to engage in a sports team type of mentality when approaching their constituents.
