2000 - 24.81 million
2009 - 21.85 million
2013 - 21.2 million
Taking that with the funding numbers, here it is per capita:
2000 - $1806.49
2009 - $4551.36
2013 - $5910.58”

“I cook a pork shoulder in the slow cooker ahead of time, or you can do chicken/whatever meat you like. Season it up with burrito seasoning or your own blend. I then make rice, adding half a lime of juice and chopped cilantro. Cook up some pinto beans with oregano and chili powder. Blend some sour cream with your favorite salsa.
Spread the sour cream mix on the tortilla, add meat, rice and beans, shredded cheese Wrap the burrito up tight in wax paper and then plastic wrap. I take them out of the freezer the night before and put them in the fridge, although you can cook them in the microwave starting frozen if you need to. Add a little guac and salsa when eating, delicious.”
