Costa Rica...well, my guess is that hunting will still occur using the loopholes in the legislation, and the bureacrats who are in charge of deciding what is "scientific hunting" or "population control" hunting will be accepting lucrative under the table payoffs. And very likely, the number of hunt special licenses for exotic species...whatever those are in Costa Rica...will increase substantially as the government grifters figure it out.
Prediction: In five years, whatever species that Costa Rica set out to "protect" will find that those species will decline in number most precipitously.”
