For a few hundered years it was decided that in leau of the final Imam the Shia clergy and faithfull would follow the rule of a secular type of government until the return of the 12th Imam. The clergy knew that political leaders are always the subject of critism and distain among the populace, they didn't want the people to hate their religious leaders in the same way people hate politicians. Khomieni's concept of the Islamic Republic changed that, but it failed to stamp out the critism people lob at their political leaders.
