Just because she did not use those exact words does not mean she did not imply the same thing in other words. "They're our next door neighbor..­...", "It's just right over the border", are the words she used.

Tina Fey said "I can see Russia from my house" and just because her words are now famous, though not exact, does not mean that they were not based on facts.”
