Put it in perspective. He used to work for the "White House", specifically the Executive Office of the President - which is equivalent to an IBM employee being at corporate headquarters in Armonk (is IBM headquarters still in Armonk? anyway ...)
He's basically computer help desk tech support staff level guy.
What he gets from the White House is a PARKING PASS good for anywhere in DC that the government has parking lots. Especially SECURE parking lots - Capitol Police to keep someone from breaking into his car. It's a handicap placard on steroids.
So he's on the way to meet his friends at the bar and he uses one of the SECURE parking lots, just like he always does - only he's forgot two things:
1. He turned in the White House pass when he quit working for the White House.
2. He forgot to take the d*&n guns into the house when he got home from his hunting trip the week before.
One indication of innocent intent is he doesn't hesitate to allow his car to be searched. He drank the National Security Cool-Ade. He's dumb enough to let them search his car without probable cause because "he's got nothing to hide".

“Since you have a one frame of mind thought process, that mandates are unconstitutional or wrong, I don't believe we have any more to discuss because I don't believe as you do and have spoken my beliefs quite thoroughly enough. I believe in this bill and it's mandate and that's all there is to it as far as I'm concerned. When the Supreme Court rules it illegal in some form or fashion, I will adjust accordingly. Until that time, I believe the bill is the right thing for us at this time in history. So why don't we just leave it at that!”
