According to paragraph 5, the prison population increased by 3,5oo inmates, an .08% increase. It would be correct to say the the rate of increase has declined, but not correct to say the population decreased.
Curse those confounding details, fooling us like that.
I'm rather surprised that essentially half the prison population turned-over last year. There must have been a lot of really short sentences.”
