“Well yes, OK, but may I offer a template for a bottom up approach based on information infrastructure as a 21st century interpretation.

"Focus of this plan is on the microeconomic sector because this is the most effective way to immediately meet the fundamental objectives of a Marshall Plan: policy directed against hunger, poverty, desperation, and chaos. Tools, innovations and methodologies are available today that were not available sixty years ago for tightly-focused microeconomic development aimed specifically and very effectively at target objectives. “Precisely, a Marshall Plan unlike that 60 years ago. A microeconomic development plan has been hinted at bt several presidential candidates but there's only one written that I know of.

It was called "People-Centered" economic development a decade ago and called for business to be deployed against poverty with a new kind of capitalism replacing greed with compassion.
