Now that they've got the short-dollar carry trade going, banks have a reason to borrow free money from the Fed, so TARP is no longer relevant.
The TBTF banks have access to the Fed discount window, so TARP won't lose any money on them.

“I have gone to other Banks with a check from a depositor of the bank and they cashed the check with no fee. BAO as for me has been the only bank that charges a fee when cashing a check from a depositors account. Because of BOA business practices I don't accept BOA checks. Well that's just me..”
