The average length that a person is out of work is 39 weeks. The median is simply the mark that separates the higher values from the lower values. Let's put the median value of 14.3 into perspective, it is triple what it was in June 2006 and double what it was in 2008. Furthermore, in 2010 through 2012 it ranged between 18.6 and 25.8.
None of these numbers indicate a healing economy. How do I believe the books are being cooked. Look at the definitions being used. 4 million US CITIZEN workers are being dropped out of the count to skew the numbers lower.

How do you think the books are cooked? Do you think the Census people change some of the answers? Do you think the BLS computers and/or spreadsheets are programmed to just shave a few million people off of the unemployment counts? Who is doing the cooking?
