The average person sees a person with a disability and they are afraid and disturbed. They look at these people through a filter of their own perspective.. and for the average person the thought of being in a wheelchair or being blind or being retarded is terrifying. So through this filter it is reasonable to think that these conditions should be stopped because they are too hard to live with.
From the perspective of the person with the 'defect' most of them would prefer the defect to not being born at all. It is the 'normal' people who can't deal with it.
Also, the movie Gattaca addresses this moral question. I recommend it to any of you who think there is no down side to this science.”
