The FBI does the investigations, charges most members of the Bush inner circle and hands them over to the Justice Department.
Similarly, President Obama has the FBI investigate members of Congress that were aware of these crimes.
Similarly, President Obama has whoever has jurisdicion investigate the branches of the military that were aware of these crimes and/or had also tortured captives in various detention centers around the world, delivered captives to the CIA, etc.
Pretty soon, you have a cast of thousands that either authorized these actions or failed to prevent them though clearly they had the legal and moral obligation to stop them. Now that you are there, while this is all going on, continue to execute two wars, maintain national security, implement foreign policy, rescue the economy, etc.
