If I have to make a nuance here I would say that sending money to a corrupt government will just embolden it against the oppressed people. Tying the aid to minimal Human rights thresh-hold is simple and easy. It's the attempt to keep a corrupt government in power (using war or aid) that always fails not the attempt to promote peace.
